What is REACH Compliance and Certification (1907/2006/EC)
REACH is designed to address the impact caused by chemicals on the environment and human health in the European Union.
The REACH regulation requires that if more than one tonne of chemicals is imported into the EU per year, that these substances must be registered with the ECA (European Chemical Agency) by either the manufacturer or the importer in order to become certified REACH compliant. This can affect any company importing or producing chemicals for the European Union.It is illegal to supply chemical substances into the EU which has not been REACH registered or pre-registered.
The key target registration dates that have been set down by the ECA are:
1st December 2012 – 1000 tonnes p/a of chemicals that are manufactured or imported into the EU.
1st June 2013 – 100 tonnes p/a of chemicals that are manufactured or imported into the EU.
1st June 2018 – 1 tonne p/a of chemicals that are manufactured or imported into the EU.
REACH applies to all chemicals imported or produced in the EU.Substances of very high concern (SVHC) are also addressed by the REACH regulation. If products contain more than 0.1% of a SVHC classified chemical and more than one tonne per year is produced or imported, then the ECA must be notified.
REACH is also designed to standardise the communication of information regarding chemical products and their contents. This will put in safeguards for manufacturers, importers, sellers and their customers to ensure that every party is aware and has the ability to access health and safety information relating to the products that have been sold or supplied.
Businesses that are affected by REACH are supported by the EU through http://iuclid.eu/. Here they can download software that captures, manages and submits data on chemical properties. The Regulation process makes submissions mandatory.
