Update – Movement of Hazardous Materials in Chinese Ports

As a result of the recent explosion in Tianjin Port, the Chinese Government has placed restrictions on the movement of products from certain ports.

 

Labeling

Effective from Aug 15th, Chinese  customs requests all import and export cargo must be labeled both in Chinese and English otherwise will be in customs custody. The label includes commodity, UN no, composition, warning sign, emergency contact etc.

 

Certifications

There has been added requirements by Chinese customs for products to be certified as non hazardous.

Tianjin seaport and airport – Stop handling on all kinds of DG cargoes until further notice.

Shanghai sea & air import – all import DG cargoes must have Chinese & English DG labels in POL.

For those cargoes already on the sea or air or even already arrived Shanghai, we need provide the DG labels to the port otherwise China customs may detain the cargoes.

Label content : Commodity, UN number, component, warning marks and warning specifications, emergency treatment / DG handling procedure, domestic emergency contact with relevant domestic contact number and contact person, etc.

Shanghai sea & air export – In general , all the requirements are almost the same as before, but it will become more strict and high penalty will be implemented if any action get out of line. Detailed commodity name is required for booking and it must show on BL , NO change will be allowed after submission to carriers.

Original MSDS will be even required during inland transportation. For mark and labelling, same requirement as of import.

Beijing air export – Airline not accept DG cargo under class 1,6,7 from 17 August to 31 August and not accept ANY DG cargo from Beijing airport from 1 September to 6 September.

Qingdao import – all import DG cargoes must stick on the Chinese & English DG labels in POL.

For those cargoes already on the sea or air or even already arrived Qingdao, we need provide the DG labels to the port otherwise China customs may consider detain the cargoes.

For D.G. cargoes under class 4 (except Sulfur), class 5 (2465 & 2468), consignee need arrange truck stand by in the terminal, once the vessel arrive, the DG container will be un-lift from the vessel to the truck directly.

Qingdao export – For  D.G. cargoes (Class 4 (except Sulfur) / Class 5 (2465), (2468), full container can only return to terminal in appointed day and time.

Under the new regulation, shipper requires apply the pre-customs with bounded warehouse and provides the following information to customs before cargo arrival:

-vessel name/voyage

-Bill of loading

-container number

-truck information

-factory information

Guangzhou import / export – Some carriers are refusing to handle DG cargoes however it is now subjected to approval from carrier case by case.

Ningbo import / export – Some carriers required correct DG label otherwise shipments will be refused. Ningbo Yongzhou terminal stop accepting DG class 2 cargoes until further notice

Xiamen air export —Almost stop all DG cargo export handling, especially chemicals, only accept certain kind of battery cargo, but need to provide full doc, like MSDS, UN number, and finish DGM to airline before booking.

Xiamen air import —If airline accept booking from origin airport and can provide full doc, Xiamen airport can accept and handle it accordingly, but import Customs declaration will become more strict.

Xiamen sea export – There is no official announcement in the moment, but indeed, it becomes more strict, label must show all details clearly and stick onto the cargo, not allowed to load DG cargo in terminal, only accept loading in factory. Officer must monitor the loading in factory, container not allowed to keep in terminal more than 3 days.

Xiamen sea import — Same as air import, if origin seaport can accept booking with full doc, Xiamen port can handle it accordingly.
